Season of Travesties: Freedom and Democracy in mid-2009

June 2009 was marked by a number of significant events, including two elections in the Middle East: in Lebanon, then Iran. The events are significant, and the reactions to them, highly instructive.

The election in Lebanon was greeted with euphoria. New York Times columnist Thomas Friedman gushed that he is "a sucker for free and fair elections," so "it warms my heart to watch" what happened in Lebanon in an election that "was indeed free and fair — not like the pretend election you are about to see in Iran, where only candidates approved by the Supreme Leader can run. No, in Lebanon it was the real deal, and the results were fascinating: President Barack Obama defeated President Mahmoud Ahmadinejad of Iran." Crucially, "a solid majority of all Lebanese -- Muslims, Christians and Druse -- voted for the March 14 coalition led by Saad Hariri," the US-backed candidate and son of the murdered ex-Prime Minister Rafik Hariri, so that "to the extent that anyone came out of this election with the moral authority to lead the next government, it was the coalition that wants Lebanon to be run by and for the Lebanese -- not for Iran, not for Syria and not for fighting Israel." We must give credit where it is due for this triumph of free elections (and of Washington): "Without George Bush standing up to the Syrians in 2005 -- and forcing them to get out of Lebanon after the Hariri killing -- this free election would not have happened. Mr. Bush helped create the space. Power matters. Mr. Obama helped stir the hope. Words also matter."

Two days later Friedman's views were echoed by Eliott Abrams, a senior fellow at the Council on Foreign relations, formerly a high official of the Reagan and Bush I administrations. Under the heading "Lebanon's Triumph, Iran's Travesty," Abrams compared these "twin tests of [US] efforts to spread democracy to the Muslim world." The lesson is clear: "What the United States should be promoting is not elections, but free elections, and the voting in Lebanon passed any realistic test....the majority of Lebanese have rejected Hezbollah's claim that it is not a terrorist group but a `national resistance'...The Lebanese had a chance to vote against Hezbollah, and took the opportunity."

Reactions were similar throughout the mainstream. There are, however, a few flies in the ointment.

The most prominent of them, apparently unreported in the US, is the actual vote. The Hezbollah-based March 8 coalition won handily, by approximately the same figure as Obama vs. McCain in November 2008, about 54% of the popular vote, according to Ministry of Interior figures. Hence by the Friedman-Abrams argument, we should be lamenting Ahmadinejad's defeat of President Obama, and the "moral authority" won by Hezbollah, as "the majority of Lebanese...took the opportunity" to reject the charges Abrams repeats from Washington propaganda.

Like others, Friedman and Abrams are referring to representatives in Parliament. These numbers are skewed by the confessional voting system, which sharply reduces the seats granted to the largest of the sects, the Shi'ites, who overwhelmingly back Hezbollah and its Amal ally. But as serious analysts have pointed out, the confessional ground rules undermine "free and fair elections" in even more significant ways than this. Assaf Kfoury observes that they leave no space for non-sectarian parties and erect a barrier to introducing socioeconomic policies and other real issues into the electoral system. They also open the door to "massive external interference," low voter turnout, and "vote-rigging and vote-buying," all features of the June election, even more so than before. Thus in Beirut, home of more than half the population, less than a fourth of eligible voters could vote without returning to their usually remote districts of origin. The effect is that migrant workers and the poorer classes are effectively disenfranchised in "a form of extreme gerrymandering, Lebanese style," favoring the privileged and pro-Western classes.

In Iran, the electoral results issued by the Interior Ministry lacked credibility both by the manner in which they were released and by the figures themselves. An enormous popular protest followed, brutally suppressed by the armed forces of the ruling clerics. Perhaps Ahmadinejad might have won a majority if votes had been fairly counted, but it appears that the rulers were unwilling to take that chance. From the streets, correspondent Reese Erlich, who has had considerable experience with popular uprisings and bitter repression in US domains, writes that "It's a genuine Iranian mass movement made up of students, workers, women, and middle class folks" - and possibly much of the rural population. Eric Hooglund, a respected scholar who has studied rural Iran intensively, dismisses standard speculations about rural support for Ahmadinejad, describing "overwhelming" support for Mousavi in regions he has studied, and outrage over what the large majority there regard as a stolen election.

It is highly unlikely that the protest will damage the clerical-military regime in the short term, but as Erlich observes, it "is sowing the seeds for future struggles."

As in Lebanon, the electoral system itself violates basic rights. Candidates have to be approved by the ruling clerics, who can and do bar policies of which they disapprove. And though repression overall may not be as harsh as in the US-backed dictatorships of the region, it is ugly enough, and in June 2009, very visibly so.

One can argue that Iranian "guided democracy" has structural analogues in the US, where elections are largely bought, and candidates and programs are effectively "vetted" by concentrations of capital. A striking illustration is being played out right now. It is hardly controversial that the disastrous US health system is a high priority for the public, which, for a long time, has favored national health care, an option that has been kept off the agenda by private power. In a limited shift towards the public will, Congress is now debating whether to allow a public option to compete with insurers, a proposal with overwhelming popular support. The opposition, who regard themselves as free market advocates, charge that the proposal would be unfair to the private sector, which will be unable to compete with a more efficient public system. Though a bit odd, the argument is plausible. As economist Dean Baker points out, "We know that private insurers can't compete because we already had this experiment with the Medicare program. When private insurers had to compete on a level playing field with the traditional government-run plan they were almost driven from the market." Savings from a government program would be even greater if, as in other countries, the government were permitted to negotiate prices with pharmaceutical corporations, an option supported by 85% of the population but also not on the agenda. "Unless Congress creates a serious public plan," Baker writes, Americans "can expect to be hit with the largest tax increase in the history of the world -- all of it going into the pockets of the health care industry." That is a likely outcome, once again, in the American form of "guided democracy." And it is hardly the only example.

While our thoughts are turned to elections, we should not forget one recent authentically "free and fair" election in the Middle East region, in Palestine in January 2006, to which the US and its allies at once responded with harsh punishment for the population that voted "the wrong way." The pretexts offered were laughable, and the response caused scarcely a ripple on the flood of commentary on Washington's noble "efforts to spread democracy to the Muslim world," a feat that reveals impressive subordination to authority.

No less impressive is the readiness to agree that Israel is justified in imposing a harsh and destructive siege on Gaza, and attacking it with merciless violence using US equipment and diplomatic support, as it did last winter. There of course is a pretext: "the right to self-defense." The pretext has been almost universally accepted in the West, though Israeli actions are sometimes condemned as "disproportionate." The reaction is remarkable, because the pretext collapses on the most cursory inspection. The issue is the right TO USE FORCE in self-defense, and a state has that right only if it has exhausted peaceful means. In this case, Israel has simply refused to use the peaceful means that have been readily available. All of this has been amply discussed elsewhere, and it should be unnecessary to review the simple facts once again.

Once again relying on the impunity it receives as a US client, Israel brought the month of June 2009 to a close by enforcing the siege with a brazen act of hijacking. On June 30, the Israeli navy hijacked the Free Gaza movement boat "Spirit of Humanity" -- in international waters, according to those aboard -- and forced it to the Israeli port of Ashdod. The boat had left from Cyprus, where the cargo was inspected: it consisted of medicines, reconstruction supplies, and toys. The human rights workers aboard included Nobel Laureate Mairead Maguire and former congresswoman Cynthia McKinney, who was sent to Ramleh prison in Israel - apparently without a word from the Obama administration. The crime scarcely elicited a yawn - with some justice, one might argue, since Israel has been hijacking boats travelling between Cyprus and Lebanon for decades, kidnapping and sometimes killing passengers or sending them in Israeli prisons without charge where they join thousands of others, in some cases held for many years as hostages. So why even bother to report this latest outrage by a rogue state and its patron, for whom law is a theme for 4th of July speeches and a weapon against enemies?

Israel's hijacking is a far more extreme crime than anything carried out by Somalis driven to piracy by poverty and despair, and destruction of their fishing grounds by robbery and dumping of toxic wastes - not to speak of the destruction of their economy by a Bush counter-terror operation conceded to have been fraudulent, and a US-backed Ethiopian invasion. The Israeli hijacking is also in violation of a March 1988 international Convention on safety of maritime navigation to which the US is a party, hence required by the Convention to assist in enforcing it. Israel, however, is not a party - which, of course, in no way mitigates the crime or the obligation to enforce the Convention against violators. Israel's failure to join is particularly interesting, since the Convention was partially inspired by the hijacking of the Achille Lauro in 1985. That crime ranks high in Israel and the West among terrorist atrocities -- unlike Israel's US-backed bombing of Tunis a week earlier, killing 75 people, as usual with no credible pretext, but again tolerated under the grant of impunity for the US and its clients.

Possibly Israel chose not to join the Convention because of its regular practice of hijacking boats in international waters at that time. Also worth investigating in connection with the June 2009 hijacking is that since 2000, after the discovery of apparently substantial reserves of natural gas in Gaza's territorial waters by British Gas, Israel has been steadily forcing Gazan fishing boats towards shore, often violently, ruining an industry vital to Gaza's survival. At the same time, Israel has been entering into negotiations with BG to obtain gas from these sources, thus stealing the meager resources of the population it is mercilessly crushing.

The Western hemisphere also witnessed an election-related crime at the month's end. A military coup in Honduras ousted President Manuel Zelaya and expelled him to Costa Rica. As observed by economist Mark Weisbrot, an experienced analyst of Latin American affairs, the social structure of the coup is "a recurrent story in Latin America," pitting "a reform president who is supported by labor unions and social organizations against a mafia-like, drug-ridden, corrupt political elite who is accustomed to choosing not only the Supreme Court and the Congress, but also the president."

Mainstream commentary described the coup as an unfortunate return to the bad days of decades ago. But that is mistaken. This is the third military coup in the past decade, all conforming to the "recurrent story." The first, in Venezuela in 2002, was supported by the Bush administration, which, however, backed down after sharp Latin American condemnation and restoration of the elected government by a popular uprising. The second, in Haiti in 2004, was carried out by Haiti's traditional torturers, France and the US. The elected President, Jean-Bertrand Aristide, was spirited to Central Africa and kept at a safe distance from Haiti by the master of the hemisphere.

What is novel in the Honduras coup is that the US has not lent it support. Rather, the US joined with the Organization of American States in opposing the coup, though with a more reserved condemnation than others, and without any action, unlike the neighboring states and much of the rest of Latin America. Alone in the region, the US has not withdrawn its ambassador, as did France, Spain and Italy along with Latin American states.

It was reported that Washington had advance information about a possible coup, and tried to prevent it. It surpasses imagination that Washington did not have close knowledge of what was underway in Honduras, which is highly dependent on US aid, and whose military is armed, trained, and advised by Washington. Military relations have been particularly close since the 1980s, when Honduras was the base for Reagan's terrorist war against Nicaragua.

Whether this will play out as another chapter of the "recurrent story" remains to be seen, and will depend in no small measure on reactions within the United States.

Savages we call them, because their manners differ from ours, which we think the perfection of civility; they think the same of theirs.

Perhaps, if we could examine the manners of different nations with impartiality, we should find no people so rude, as to be without any rules of politeness; nor any so polite, as not to have some remains of rudeness.

The Indian men, when young, are hunters and warriors, when old, counselors; for all their government is by counsel of the sages; there is no force, there are no prisons, no officers to compel obedience, or inflict punishment. Hence they generally study oratory, the best speaker having the most influence. The Indian women till the ground, dress the food, nurse and bring up the children, and preserve and hand down to posterity the memory of public transactions. These employments of men and women are accounted natural and honorable. Having few artificial wants, they have abundance of leisure for improvement by conversation. Our laborious manner of life, compared with theirs, they esteem slavish and base; and the learning, on which we value ourselves, they regard as frivolous and useless. An instance of this occurred at the Treaty of Lancaster, in Pennsylvania, anno 1744, between the government of Virginia and the Six Nations (1. A confederation of Iroquois tribes: Seneca, Cayuga, Oneida, Onondaga, Mohawk, and Tuscarora.)

After the principal business was settled, the commissioners from Virginia acquainted the Indians by a speech, that there was at Williamsburg a college, with a fund for educating Indian youth; and that, if the Six Nations would send down half a dozen of their young lads to that college, the government would take care that they should be well provided for, and instructed in all the learning of the white people. It is one of the Indian rules of politeness not to answer a public proposition the same day that it is made; they think it would be treating it as a light matter, and that they show it respect by taking time to consider it, as of a matter important. They therefore deferred their answer till the day following; when their speaker began, by expressing their deep sense of the kindness of the Virginia government, in making them that offer; "for we know," says he, "that you highly esteem the kind of learning taught in those Colleges, and that the maintenance of our young men, while with you, would be very expensive to you. We are convinced, therefore, that you mean to do us good by your proposal; and we thank you heartily. But you, who are wise, must know that different nations have different conceptions of things; and you will therefore not take it amiss, if our ideas of this kind of education happen not to be the same with yours. We have had some experience of it; several of our young people were formerly brought up at the colleges of the northern provinces; they were instructed in all your sciences; but, when they came back to us, they were bad runners, ignorant of every means of living in the woods, unable to bear either cold or hunger, knew neither how to build a cabin, take a deer, or kill an enemy, spoke our language imperfectly, were therefore neither fit for hunters, warriors, nor counselors; they were totally good for nothing. We are however not the less obliged by your kind offer, though we decline accepting it; and, to show our grateful sense of it, if the gentlemen of Virginia will send us a dozen of their sons, we will take great care of their education, instruct them in all we know, and make men of them. "

Having frequent occasions to hold public councils, they have acquired great order and decency in conducting them. The old men sit in the foremost ranks that warriors in the next, and the women and children in the hindmost. The business of the women is to take exact notice of what passes, imprint it in their memories (for they have no writing), and communicate it to their children. They are the records of the council, and they preserve traditions of the stipulations in treaties 100 years back; which, when we compare with our writings we always find exact. He that would speak, rises. The rest observe a profound silence. When he has finished and sits down, they leave him 5 or 6 minutes to recollect, that, if he has omitted anything he intended to say, or has anything to add, he may rise again and deliver it. To interrupt another, even in common conversation, is reckoned highly indecent. How different this from the conduct of a polite British House of Commons, where scarce a day passes without some confusion, that makes the speaker hoarse in calling to order; and how different from the mode of conversation in many polite companies of Europe, where, if you do not deliver your sentence with great rapidity, you are cut off in the middle of it by the impatient loquacity of those you converse with, and never suffered to finish it!

The politeness of these savages in conversation is indeed carried to excess, since it does not permit them to contradict or deny the truth of what is asserted in their presence. By this. means they indeed avoid disputes; but then it becomes difficult to know their minds, or what impression you make upon them. The missionaries who have attempted to convert them to Christianity all complain of this as one of the great difficulties of their mission. The Indians hear with patience the truths of the Gospel explained to them, and give their usual tokens of assent and approbation; you would think they were convinced. No such matter. It is mere civility.

A Swedish minister, having assembled the chiefs of the Susquehanah Indians, made a sermon to them, acquainting them with the principal historical facts on which our religion is founded; such as the fall of our first parents by eating an apple, the coming of Christ to repair the mischief, His miracles and suffering, etc. When he had finished, an Indian orator stood up to thank him. "What you have told us," he says, "is all very good. It is indeed bad to eat apples. It is better to make them all into cider. We are much obliged by your kindness in coming so far, to tell us these things which you have heard from your mothers. In return, I will tell you some of those we have heard from ours. In the beginning, our fathers had only the flesh of animals to subsist on; and if their hunting was unsuccessful, they were starving. Two of our young hunters, having killed a deer, made a fire in the woods to broil some part of it.

When they were about to satisfy their hunger, they beheld a beautiful young woman descend from the clouds, and seat herself on that hill, which you see yonder among the blue mountains. They said to each other, it is a spirit that has smelled our broiling version, and wishes to eat of it; let us offer some to her. They presented her with the tongue; she was pleased with the taste of it and said, 'Your kindness shall be rewarded; come to this place after thirteen moons, and you shall find something that will be of great benefit in nourishing you and your children to the latest generations.' They did so, and, to their surprise, found plants they had never seen before; but which, from that ancient bme, have been constantly cultivated among us, to our great advantage. Where her right hand had touched the ground, they found maize; where her left hand had touched it, they found kidney­beans; and where her backside had sat on it, they found tobacco." The good missionary, disgusted with this idle tale, said, "What I delivered to you were sacred truths, but what you tell me is mere fable, fiction, and falsehood." The Indian, offended, replied, "My brother, it seems your friends have not done you justice in your education; they have not well instructed you in the rules of common civility. You saw that we, who understand and practice those rules, believed all your stories; why do you refuse to believe ours?"

When any of them come into our towns, our people are apt to crowd round them, gaze upon them, and incommode them, where they desire to be private this they esteem great rudeness, and the effect of the want of instruction in the rules of civility and good manners. "We have," say they, "as much curiosity as you, and when you come into our towns, we wish for opportunities of looking at you, but for this purpose we hide ourselves behind bushes, where you are to pass, and never intrude ourselves into your company."

Their manner of entering one another's village has likewise its rules. It is reckoned uncivil in traveling strangers to enter a village abruptly, without giving notice of their approach. Therefore, as soon as they arrive within hearing, they stop and hollow,("holler": cry out) remaining there till invited to enter. Two old men usually come out to them, and lead them in. There is in every village a vacant dwelling, called the stranger's house. Here they are placed while the old men go round from hut to hut, acquainting the inhabitants that strangers are arrived, who are probably hungry and weary; and every one sends them what he can spare of victuals, and skins to repose on. When the strangers are refreshed, pipes and tobacco are brought; and then, but not before, conversation begins, with inquiries who they are, whither bound, what news, etc.; and it usually ends with offers of service, if the strangers have occasion of guides, or any necessaries for continuing their journey; and nothing is exacted for the entertainment.

The same hospitality, esteemed among them as a principal virtue, is practiced by private persons; of which Conrad Weiser, our interpreter, gave me the following instances. He had been naturalized among the Six Nations, and spoke well the Mohawk language. In going through the Indian country, to carry a message from our Governor to the Council at Onondaga, he called at the habitation of Canassatego, an old acquaintance, who embraced him, spread furs for him to sit on, placed before him some boiled beans and venison, and mixed some rum and water for his drink. When he was well refreshed, and had lit his pipe, Canassatego began to converse with him; asked how he had fared the many years since they had seen each other; whence he then came; what occasioned the journey, etc. Conrad answered all his questions; and when the discourse began to flag, the Indian, to continue it, said, "Conrad, you have lived long among the white people, and know something of their customs; I have been sometimes at Albany, and have observed, that once in seven days they shut up their shops, and assemble all in the great house; tell me what it is for? What do they do there?" "They meet there," says Conrad, "to hear and learn good things." "I do not doubt," says the Indian, "that they tell you so; they have told me the same; but I doubt the truth of what they say, and I will tell you my reasons. I went lately to Albany to sell my skins and buy blankets, knives, powder, rum, etc. You know I used generally to deal with Hans Hanson; but I was a little inclined this time to try some other merchant. However, I called first upon Hans, and asked him what he would give for beaver. He said he could not give any more than four shillings a pound; 'but,'says he, 'I cannot talk on business now; this is the day when we meet together to learn good things, and I am going to the meeting.' So I thought to myself, 'Since we cannot do any business today, I may as well go to the meeting too,' and I went with him. There stood up a man in black, and began to talk to the people very angrily. I did not understand what he said; but, perceiving that he looked much at me and at Hanson, I imagined he was angry at seeing me there; so I went out, sat down near the house, struck fire, and lit my pipe, waiting till the meeting should break up. I thought too, that the man had mentioned something of beaver, and I suspected it might be the subject of their meeting. So, when they came out, I accosted my merchant. 'Well, Hans,' says 1, 'I hope you have agreed to give more than four shillings a pound.' 'No,' says he, 'I cannot give so much; I cannot give more than three shillings and sixpence.' I then spoke to several other dealers, but they all sung the same song,-three and sixpence,-three and sixpence. This made it clear to me, that my suspicion was right; and, that whatever they pretended of meeting to learn good things, the real purpose was to consult how to cheat Indians in the price of beaver. Consider but a little, Conrad, and you must be of my opinion. If they met so often to learn good things, they would certainly have learned some before this time. But they are still ignorant. You know our practice. If a white man, in traveling through our country, enters one of our cabins, we all treat him as I treat you; we dry him if he is wet, we warm him if he is cold, we give him meat and drink, that he may allay his thirst and hunger; and we spread soft furs for him to rest and sleep on; we demand nothing in return. But, if I go into a white man's house at Albany, and ask for victuals and drink, they say, 'Where is your money?' and if I have none, they say, 'Get out, you Indian dog.' You see they have not yet learned those little good things, that we need no meetings to be instructed in, because our mothers taught them to us when we were children; and therefore it is impossible their meetings should be, as they say, for any such purpose, or have any such effect; they are only to contrive the cheating of Indians in the price of beaver. "

Empire or Humanity?

What the Classroom Didn’t Teach Me About the American Empire

With an occupying army waging war in Iraq and Afghanistan, with military bases and corporate bullying in every part of the world, there is hardly a question any more of the existence of an American Empire. Indeed, the once fervent denials have turned into a boastful, unashamed embrace of the idea.

However, the very idea that the United States was an empire did not occur to me until after I finished my work as a bombardier with the Eighth Air Force in the Second World War, and came home. Even as I began to have second thoughts about the purity of the "Good War," even after being horrified by Hiroshima and Nagasaki, even after rethinking my own bombing of towns in Europe, I still did not put all that together in the context of an American "Empire."

I was conscious, like everyone, of the British Empire and the other imperial powers of Europe, but the United States was not seen in the same way. When, after the war, I went to college under the G.I. Bill of Rights and took courses in U.S. history, I usually found a chapter in the history texts called "The Age of Imperialism." It invariably referred to the Spanish-American War of 1898 and the conquest of the Philippines that followed. It seemed that American imperialism lasted only a relatively few years. There was no overarching view of U.S. expansion that might lead to the idea of a more far-ranging empire — or period of "imperialism."

I recall the classroom map (labeled "Western Expansion") which presented the march across the continent as a natural, almost biological phenomenon. That huge acquisition of land called "The Louisiana Purchase" hinted at nothing but vacant land acquired. There was no sense that this territory had been occupied by hundreds of Indian tribes which would have to be annihilated or forced from their homes — what we now call "ethnic cleansing" — so that whites could settle the land, and later railroads could crisscross it, presaging "civilization" and its brutal discontents.

Neither the discussions of "Jacksonian democracy" in history courses, nor the popular book by Arthur Schlesinger Jr., The Age of Jackson, told me about the "Trail of Tears," the deadly forced march of "the five civilized tribes" westward from Georgia and Alabama across the Mississippi, leaving 4,000 dead in their wake. No treatment of the Civil War mentioned the Sand Creek massacre of hundreds of Indian villagers in Colorado just as "emancipation" was proclaimed for black people by Lincoln’s administration.

That classroom map also had a section to the south and west labeled "Mexican Cession." This was a handy euphemism for the aggressive war against Mexico in 1846 in which the United States seized half of that country’s land, giving us California and the great Southwest. The term "Manifest Destiny," used at that time, soon of course became more universal. On the eve of the Spanish-American War in 1898, the Washington Post saw beyond Cuba: "We are face to face with a strange destiny. The taste of Empire is in the mouth of the people even as the taste of blood in the jungle."

The violent march across the continent, and even the invasion of Cuba, appeared to be within a natural sphere of U.S. interest. After all, hadn’t the Monroe Doctrine of 1823 declared the Western Hemisphere to be under our protection? But with hardly a pause after Cuba came the invasion of the Philippines, halfway around the world. The word "imperialism" now seemed a fitting one for U.S. actions. Indeed, that long, cruel war — treated quickly and superficially in the history books — gave rise to an Anti-Imperialist League, in which William James and Mark Twain were leading figures. But this was not something I learned in university either.

The "Sole Superpower" Comes into View

Reading outside the classroom, however, I began to fit the pieces of history into a larger mosaic. What at first had seemed like a purely passive foreign policy in the decade leading up to the First World War now appeared as a succession of violent interventions: the seizure of the Panama Canal zone from Colombia, a naval bombardment of the Mexican coast, the dispatch of the Marines to almost every country in Central America, occupying armies sent to Haiti and the Dominican Republic. As the much-decorated General Smedley Butler, who participated in many of those interventions, wrote later: "I was an errand boy for Wall Street."

At the very time I was learning this history — the years after World War II — the United States was becoming not just another imperial power, but the world’s leading superpower. Determined to maintain and expand its monopoly on nuclear weapons, it was taking over remote islands in the Pacific, forcing the inhabitants to leave, and turning the islands into deadly playgrounds for more atomic tests.

In his memoir, No Place to Hide, Dr. David Bradley, who monitored radiation in those tests, described what was left behind as the testing teams went home: "[R]adioactivity, contamination, the wrecked island of Bikini and its sad-eyed patient exiles." The tests in the Pacific were followed, over the years, by more tests in the deserts of Utah and Nevada, more than a thousand tests in all.

When the war in Korea began in 1950, I was still studying history as a graduate student at Columbia University. Nothing in my classes prepared me to understand American policy in Asia. But I was reading I. F. Stone’s Weekly. Stone was among the very few journalists who questioned the official justification for sending an army to Korea. It seemed clear to me then that it was not the invasion of South Korea by the North that prompted U.S. intervention, but the desire of the United States to have a firm foothold on the continent of Asia, especially now that the Communists were in power in China.

Years later, as the covert intervention in Vietnam grew into a massive and brutal military operation, the imperial designs of the United States became yet clearer to me. In 1967, I wrote a little book called Vietnam: The Logic of Withdrawal. By that time I was heavily involved in the movement against the war.

When I read the hundreds of pages of the Pentagon Papers entrusted to me by Daniel Ellsberg, what jumped out at me were the secret memos from the National Security Council. Explaining the U.S. interest in Southeast Asia, they spoke bluntly of the country’s motives as a quest for "tin, rubber, oil."

Neither the desertions of soldiers in the Mexican War, nor the draft riots of the Civil War, not the anti-imperialist groups at the turn of the century, nor the strong opposition to World War I — indeed no antiwar movement in the history of the nation reached the scale of the opposition to the war in Vietnam. At least part of that opposition rested on an understanding that more than Vietnam was at stake, that the brutal war in that tiny country was part of a grander imperial design.

Various interventions following the U.S. defeat in Vietnam seemed to reflect the desperate need of the still-reigning superpower — even after the fall of its powerful rival, the Soviet Union — to establish its dominance everywhere. Hence the invasion of Grenada in 1982, the bombing assault on Panama in 1989, the first Gulf war of 1991. Was George Bush Sr. heartsick over Saddam Hussein’s seizure of Kuwait, or was he using that event as an opportunity to move U.S. power firmly into the coveted oil region of the Middle East? Given the history of the United States, given its obsession with Middle Eastern oil dating from Franklin Roosevelt’s 1945 deal with King Abdul Aziz of Saudi Arabia, and the CIA’s overthrow of the democratic Mossadeq government in Iran in 1953, it is not hard to decide that question.

Justifying Empire

The ruthless attacks of September 11th (as the official 9/11 Commission acknowledged) derived from fierce hatred of U.S. expansion in the Middle East and elsewhere. Even before that event, the Defense Department acknowledged, according to Chalmers Johnson’s book The Sorrows of Empire, the existence of more than 700 American military bases outside of the United States.

Since that date, with the initiation of a "war on terrorism," many more bases have been established or expanded: in Kyrgyzstan, Afghanistan, the desert of Qatar, the Gulf of Oman, the Horn of Africa, and wherever else a compliant nation could be bribed or coerced.

When I was bombing cities in Germany, Hungary, Czechoslovakia, and France in the Second World War, the moral justification was so simple and clear as to be beyond discussion: We were saving the world from the evil of fascism. I was therefore startled to hear from a gunner on another crew — what we had in common was that we both read books — that he considered this "an imperialist war." Both sides, he said, were motivated by ambitions of control and conquest. We argued without resolving the issue. Ironically, tragically, not long after our discussion, this fellow was shot down and killed on a mission.

In wars, there is always a difference between the motives of the soldiers and the motives of the political leaders who send them into battle. My motive, like that of so many, was innocent of imperial ambition. It was to help defeat fascism and create a more decent world, free of aggression, militarism, and racism.

The motive of the U.S. establishment, understood by the aerial gunner I knew, was of a different nature. It was described early in 1941 by Henry Luce, multi-millionaire owner of Time, Life, and Fortune magazines, as the coming of "The American Century." The time had arrived, he said, for the United States "to exert upon the world the full impact of our influence, for such purposes as we see fit, and by such means as we see fit."

We can hardly ask for a more candid, blunter declaration of imperial design. It has been echoed in recent years by the intellectual handmaidens of the Bush administration, but with assurances that the motive of this "influence" is benign, that the "purposes" — whether in Luce’s formulation or more recent ones — are noble, that this is an "imperialism lite." As George Bush said in his second inaugural address: "Spreading liberty around the world… is the calling of our time." The New York Times called that speech "striking for its idealism."

The American Empire has always been a bipartisan project — Democrats and Republicans have taken turns extending it, extolling it, justifying it. President Woodrow Wilson told graduates of the Naval Academy in 1914 (the year he bombarded Mexico) that the U.S. used "her navy and her army… as the instruments of civilization, not as the instruments of aggression." And Bill Clinton, in 1992, told West Point graduates: "The values you learned here… will be able to spread throughout the country and throughout the world."

For the people of the United States, and indeed for people all over the world, those claims sooner or later are revealed to be false. The rhetoric, often persuasive on first hearing, soon becomes overwhelmed by horrors that can no longer be concealed: the bloody corpses of Iraq, the torn limbs of American GIs, the millions of families driven from their homes — in the Middle East and in the Mississippi Delta.

Have not the justifications for empire, embedded in our culture, assaulting our good sense — that war is necessary for security, that expansion is fundamental to civilization — begun to lose their hold on our minds? Have we reached a point in history where we are ready to embrace a new way of living in the world, expanding not our military power, but our humanity?

Iraqi Civilian Deaths Hover Around 1 Million - And Nobody Knows

BAGHDAD - A car bomb blew up in the capital’s Shiite Muslim neighborhood of Sadr City on Thursday, killing at least four people, as a new survey suggested that the civilian death toll from the war could be more than 1 million.

The figure from ORB, a British polling agency that has conducted several surveys in Iraq, followed statements this week from the U.S. military defending itself against accusations it was trying to play down Iraqi deaths to make its strategy appear successful.

Civilian Death TollThe military has said civilian deaths from sectarian violence have fallen more than 55% since President Bush sent an additional 28,500 troops to Iraq this year, but it does not provide specific numbers.

According to the ORB poll, a survey of 1,461 adults suggested that the total number slain during more than four years of war was more than 1.2 million.

ORB said it drew its conclusion from responses to the question about those living under one roof: “How many members of your household, if any, have died as a result of the conflict in Iraq since 2003?”

Based on Iraq’s estimated number of households — 4,050,597 — it said the 1.2 million figure was reasonable.

There was no way to verify the number, because the government does not provide a full count of civilian deaths. Neither does the U.S. military.

Both, however, say that independent organizations greatly exaggerate estimates of civilian casualties.

ORB said its poll had a margin of error of 2.4%. According to its findings, nearly one in two households in Baghdad had lost at least one member to war- related violence, and 22% of households nationwide had suffered at least one death. It said 48% of the victims were shot to death and 20% died as a result of car bombs, with other explosions and military bombardments blamed for most of the other fatalities.

The survey was conducted last month.

It was the highest estimate given so far of civilian deaths in Iraq. Last year, a study in the medical journal Lancet put the number at 654,965, which Iraq’s government has dismissed as “ridiculous.”

The car bomb in Sadr City injured at least 10 people and set fire to several shops. Also Thursday, police said they had found the bodies of nine people believed to be victims of sectarian killings across the capital.

In its latest salvo at Iran, the U.S. military accused the Islamic Republic of providing the 240-millimeter rocket that earlier this week slammed into Camp Victory, the sprawling base that houses the U.S. Army headquarters. The attack on the base near Baghdad’s airport injured 11 soldiers and killed one “third-country national.”

At a news conference, a military spokesman, Army Brig. Gen. Kevin Bergner, displayed a chunk of metal that he said had come from the rocket. Asked how he could be sure it was of Iranian origin, Bergner said its color and markings were unique to rockets from Iran.

The United States accuses Iran’s Shiite leaders of providing weapons, training and other assistance to Shiite militias fighting U.S. forces in Iraq. Iran denies the accusation.

How will Iraq share the oil?

Washington - The reason
Iraq needs to pass a new oil law,
President Bush has said, is to "share oil revenues among all of Iraq's citizens" – Sunnis, Shiites, and Kurds – and to help unify the country.

It's a goal broadly supported in the US Congress and by the Iraq Study Group, whose 2006 report said such an oil law was needed, too, to "create a fiscal and legal framework for investment" in the industry.

But now the oil law's status as a US "benchmark" for progress in Iraq is emerging as a flash point in both Baghdad and Washington.

So far, the frustration on Capitol Hill is mainly over the Iraqi government's perceived foot-dragging in finishing the oil law, which US advisers had a hand in crafting. But resistance is also surfacing to the substance of the oil bill, especially whether its main effect will be to ensure international companies a lucrative role in Iraq's rich oil fields. With House and Senate conferees about to put their heads together on a new war-funding bill that includes benchmarks for progress in Iraq, the proposed oil legislation is beginning to come under closer scrutiny.

"While we can't confirm it, there are enough reports out there that appear to indicate that undue, unfair preference and the influence of our oil companies are part of the Iraqi hydrocarbon law, and if that is true, that is not correct," says Rep. Joe Sestak (news, bio, voting record) (D) of Pennsylvania, a former admiral and defense adviser to the Clinton administration. "The aim of benchmarks is to help the process along, but we need benchmarks that are appropriate for the Iraqis and the Americans – not just our economy but our ideals."

US firms as the major beneficiary?
Fueling new resistance to the oil benchmark are reports that the draft law in fact says little about sharing oil revenues among Iraqi groups and a lot about setting up a framework for investment that may be disadvantageous to Iraqis over the long term. On the flip side: Iraq's oil industry badly needs new investment, and oil companies are reluctant to go into Iraq without a legal framework that ensures that the contracts they sign will be respected by future Iraqi governments.

Last week, Rep.
Dennis Kucinich (D) of Ohio, who is a presidential candidate, led off opposition to the draft law in a letter to Democratic colleagues. On Thursday, a coalition of oil industry watchdog groups and peace activists called on Speaker Nancy Pelosi (news, bio, voting record) and Senator Reid to drop the Iraqi oil law as a benchmark for progress in Iraq.

"If Democrats are perceived to be advocating withdrawal [of US troops] only after access to Iraqi oil has been assured, this will do little to reassure critics," says Steve Kretzmann, executive director of Oil Change International, a watchdog group that drafted the letter.

In an open letter to Democrats in the US Congress last week, Hasan Jum'a Awwad, head of the Iraqi Federation of Oil Unions, echoed that view. He urged that lawmakers "not link withdrawal [of US troops] with the oil law, especially since the USA claimed that it came to Iraq as a liberator and not in order to control Iraq's resources."

For most US lawmakers, the delay in passing the oil law shows that Iraq's new leaders aren't making tough political choices about their country's future, such as how to fairly distribute Iraq's oil wealth among all Iraqi groups.

"The Iraqi government remains in a dangerous stalemate: No oil law," Senate majority leader Harry Reid (news, bio, voting record) said during a debate on war policy on Wednesday.

Why Iraqis don't want to rush
But in Baghdad, some Iraqi lawmakers say the oil issue is too vast and complex to rush. It should be the last issue – not one of the first – to be resolved, they say.

Moreover, Iraqi critics of the current draft law say it does not address the issues that US lawmakers think it does.

"The actual draft law has nothing to do with sharing the oil revenue," says former Iraqi oil minister Issam Al Chalabi, in a phone interview from Amman, Jordan. The law aims to set a framework for investment by outside oil companies, including favorable production-sharing agreements that are typically used to reward companies for taking on risk, he says.

"We know the oil is there. Geological studies have been made for decades on these oil fields, so why would we let them [international firms] have a share of the oil?" he adds. "Iraqis will say this is solid proof that Americans have staged the war ... because of this law."

On Feb. 26, Iraq's Cabinet approved the draft oil law, which was to be sent to parliament by March 15 – along with four annexes that provide the fine print, draft oil contracts, and a draft oil revenue-sharing law. The Bush administration wanted Iraq's parliament to approve the entire oil package by the end of May. But as of this week, not even the draft oil law has been submitted to parliament.

"The US talks about the sovereignty of Iraq, but why are they getting involved in this oil law?" asks Mohammed al-Dynee, member of parliament representing the Iraqi Front for National Dialogue, a Sunni group. He is in Washington to try to persuade Congress to drop calls for the oil law. "Even if this law can pass, which I doubt, it will remain ink on paper and will not be implemented on the ground."

An unofficial English translation of the draft law was first released on the website of the Kurdish Regional Government and has since been carried on oil industry watchdog sites such as www.priceofoil.org.

At least one 'red flag'
In New York, oil industry analyst Fadel Gheit of Oppenheimer & Co. Inc. has reviewed both the official Arabic version of the draft law and the unofficial English translation and says they are ambiguous and seem to be written in haste.

"The law did not strike me as something that was explicitly designed to favor American companies, although I'm not ruling that out," he says.

But the stipulation that a new Federal Oil and Gas Council must include foreign participation did "raise a red flag," he says. Under the draft law, the council would carry out Iraqi oil policies and set criteria for foreign companies working in the industry.

"Why shouldn't Iraq use Iraqi nationals to decide how the contracts will be awarded? They have oil engineers. Use the best brains in the country and, hopefully. they will do what is in the best interest of the country," he says. "Otherwise, there's an impression that American companies are telling Iraqis what to do."

Foreign investment needed in Iraq
With the world's second-largest oil reserves after Saudi Arabia, Iraq is the top prize in the international oil business. Iraq needs new foreign investment to help modernize its oil industry, which has been closed to new technology for the past 25 years, says Mr. Gheit.

But even with a new draft oil law, international oil companies won't be eager to send engineers into a nation in turmoil. "It's very difficult for oil companies to recruit people willing to work in the Iraqi oil fields. It's mayhem," he says.

"If the idea of the law is to expedite getting international oil [firms] to ... set up shop and invest money, they're mistaken," Gheit adds. "I doubt very much that any oil company will be willing to send geologists, engineers to be shot at, kidnapped, or beheaded."

In the 1990s,
Saddam Hussein shifted Iraq's oil industry from production-sharing agreements, which gave foreign investors a substantial share in revenues, to service agreements, which limit such investors' profits.

"It's very important, as we said in the [Iraq Study Group] report, that the US not be seen as trying to seek control of that oil," says Lee Hamilton, a cochairman of the Iraq Study Group. "But that will be very difficult to achieve because of the mind-set in much of the region today that we went in because of the oil.... Most of the critics will not be persuaded by any rhetoric of the US but by a law that is drafted and implemented fairly."
